PB Adds Six in Seattle Office

Seattle— Parsons Brinckerhoff (PB) has expanded its technical staff in Seattle with the hiring of Rick Browning, Frank Nelson, Kenneth Loen, James Eoff, Elaine Kuehn, and Pang Yen Lin.
A supervising architect, Browning has 30 years of experience in architecture and urban design. He earned a bachelor's degree in architecture from the University of Oregon and is a member of the American Institute of Architects.
A senior supervising engineer, Nelson has 38 years of professional experience, including managing movable, historic and painted bridge programs for the Oregon Department of Transportation. He earned a master's degree in electrical engineering from the University of Washington and a bachelor's degree in electrical engineering from the University of Colorado. He is a member of the Institute of Electrical and Electronics Engineers.
A lead engineer, Loen has 16 years of experience in civil engineering and urban planning. He received a master's degree in urban planning degree from the University of Washington and a bachelor's degree in engineering physics from Seattle Pacific University.
A senior principal technical specialist, Eoff has extensive experience in all types of track maintenance, construction and compliance with Federal Railroad Administration track standards. He is a member of the American Railway Engineering and Maintenance-of-Way Association.
A senior civil engineer, Kuehn has 13 years of experience in stormwater system planning, design and modeling. She has a master's degree in bioresource engineering and a bachelor's degree in civil engineering from Oregon State University, as well as a bachelor's degree in psychology from Swarthmore College. Her professional affiliations include the American Society of Civil Engineers, American Water Works Association, Society of Women Engineers, and Womenon Water.
Lin is a supervising structural engineer with 21 years of leadership experience in both bridge design and construction management projects. He received a master's degree in civil/structural engineering from the University of Maryland and a bachelor's degree in civil/structural engineering from Tamkang University in Taiwan.
