Backing The 3C Initiative
May 12, 2008

While traveling on Interstate 70 in eastern Indiana the other day -- and stuck behind a line of trucks moving at 50 mph in a 70 mph zone, I had plenty of time to think about the "Critical Commerce Corridors" (3C) program. The American Road & Transportation Builders Association (ARTBA) is calling for the creation of the 3C program to provide new surface transportation system capacity and operational improvements exclusively focused on securing the safe and efficient movement of freight.

According to ARTBA, the 3C network would include a variety of components, including new capacity "truck only" lanes allowing increased productivity and improved safety through commercial/personal vehicle separation. I totally support this idea -- even if I don't see it become reality in my lifetime. Something must be done to address worsening congestion problems on the nation's highways.

Since 1982, the amount of car and truck traffic has almost doubled while highway capacity has grown just 6.6 percent. And during the next 30 years, the U.S. population is expected to jump by 100 million and highway traffic will double again.

It would be nice to drive a car without constantly running behind a train of trucks. And, I'm sure truck drivers would prefer not having to contend with small vehicles impeding their path, too.

Charlie Potts, ARTBA senior vice chairman and CEO of Indianapolis-based Heritage Construction & Materials, recently told the Senate Environmental & Public Works Committee that one-quarter of the economic activity in each state depends on the ability to move goods on a nationwide highway system, and highway bottlenecks cost the trucking industry $8 billion and 243 million hours of lost time annually. He noted that efficient freight movement is critical for all states and warrants a national solution.

The "Critical Commerce Corridors" program is a good initiative and requires strong federal backing.
