Transportation Expert Speirs Joins HNTB

SANTA ANA, CA David Speirs, PE, joins HNTB Corporation's growing Southern California team as Project Director, based in the firm's Santa Ana, California, office. He directs the SR 241 Toll Road Extension environmental documents process for Transportation Corridor Agencies, and plays a key role in expanding the firm's growing transportation practice.Â
Speirs has more than three decades of experience in transportation including major highway improvement projects located in the counties of Orange, Los Angeles, San Diego, San Bernardino and Riverside, California. He has been responsible for all aspects of civil engineering design, including project initiation documents, environmental documents and preparation of final bid documents.Â
Speirs has successfully led projects for many of the region's top transportation agencies, including the Los Angeles Metropolitan Transportation Authority, San Bernardino County Transportation Authority, Orange County Transportation Authority and Riverside County Transportation Authority.

Prior to joining HNTB, Speirs worked for another engineering firm as area manager and project manager. He led numerous planning, design and environmental projects for L.A. Metro, SBCTA, OCTA and RCTC and worked closely with staff from Caltrans Districts 7, 8, 11 and 12. He completed major projects with extensive Caltrans involvement in Districts 7, 8 and 12.
Speirs earned a Bachelor of Science in civil engineering from the University of Saskatchewan in Canada. He is registered as a professional engineer in California.
