NEW YORK, NY  Peckar & Abramson, P.C. (P&A) announces the opening of three P&A Texas offices in Austin, Dallas and Houston, along with the addition of nine leading construction law attorneys, each previously at the core of the Ford Nassen & Baldwin law firm.The Texas team, consisting of some of the state's foremost construction litigators, will enhance P&A's construction, commercial, real estate and surety law practice in Texas, as well as its national government contracts practice.

Ford is a Partner in P&A's Dallas office. He represents contractors, developers, owners, specialty contractors, and sureties in all facets of the construction process, from the preparation of contract documents, to counseling on business and legal issues that arise during projects, and the resolution of disputes. He has extensive experience as a mediator and arbitrator, and is a current member of the American Arbitration Association' Large Complex Construction Case Panel of Construction Arbitrators. Ford is an elected Fellow of the American College of Construction Lawyers.
Baldwin is a Partner in P&A's Austin office. He focuses his practice on the resolution of commercial disputes through litigation, mediation, and arbitration. Baldwin has extensive experience in cases involving scheduling problems, acceleration, delays, defective construction, and defective and ambiguous plans and specifications. He also serves as an arbitrator and mediator for the Washington, D.C. and Dallas, Texas offices of the American Arbitration Association and for private parties. Baldwin has served on the Texas Building Branch Legislative Committee and is a former Chair of the Construction Law Section of the State Bar of Texas. Baldwin is also the co-author of Builders and Contractor's Handbook of Construction Claims, published by Prentice Hall, and Editor of The Basics Book soon to be published by the Texas Institute of Continuing Legal Education in conjunction with the Construction Law Section of the State Bar of Texas.Â
Colvard is a Partner in P&A's Houston office. His practice is focused on construction and commercial litigation. Colvard has experience in both prosecuting and defending litigation matters, and has handled a variety of disputes involving claims of construction defects, breach of contract, breach of warranty, employment related claims, real estate disputes, personal injury matters, premises liability, and product liability.Â
Matheny is a Managing Partner in P&A's Dallas office. He focuses his practice on construction disputes and litigation, including all phases of public procurement law, including bid and proposal preparation, contract award controversies, performance related disputes, and contract claims. Matheny's experience as a member of the Air Force JAG Corps provides value to clients who do business with all levels of government, in both formal and informal proceedings before administrative agendas, boards of contract appeals, and litigation in state and federal courts.Â
Martin is Managing Partner of P&A's Houston office. He represents contractors and owners on large construction projects and advises clients on all facets of the construction process, from the preparation of contract documents to counseling on risk management, business and legal issues that arise during projects, and dispute resolution. Martin is recognized by Best Lawyers in America as a leading lawyer in the area of Construction Law in 2015 and 2016.
Deem is a Partner in P&A's Dallas office. He has substantial experience in helping clients prepare and negotiate well-balanced risk allocations in their contract agreements, in all of their various forms. Deem assists clients in finding reasonable resolutions to project issues before they become more complicated, and when needed, helps resolve disputes through litigation, arbitration, and other forms of alternative dispute resolution. His clients include owners, developers, commercial contractors, and surety bonding companies.
Flores is a Partner in P&A's Dallas office. In addition to his extensive construction law practice, he also has 25 years of experiencein commercial litigation, commercial landlord/tenant issues resolution and litigation, and real estate litigation, as well as representation of creditors and banking institutions in collections, creditor bankruptcy work, and litigation prosecution and defense.Â
