PHARR, TX Pharr District's Director of Transportation, Planning and Development, Homer Bazan, PE, receives the Texas Department of Transportation (TxDOT) Luther DeBerry Award during the 2016 Transportation Short Course held in College Station, Texas. The prestigious Luther DeBerry Award is presented to an individual who has made an outstanding contribution to the state in the field of transportation. It is named after the department's state highway engineer who served from 1973 to 1980.
As Director of Transportation, Planning and Development, Bazan overlooks the project portfolio of the Pharr District, which includes a wide array of local, MPO, RMA and district projects that total well over five billion dollars. Under his leadership, his team developed procedures to manage all activities of the two RMAs in the Pharr District. He has been instrumental in handling the needs and inquiries of the three Metropolitan Planning Organizations that exist in the Pharr District. Furthermore, he leads the Pharr district environmental group, which is faced with the clearing of 200-plus projects within the coming five years.
Award recipient names are inscribed on the Luther DeBerry Hall of Honor plaque, which hangs prominently in the foyer of the historic Dewitt C. Greer Highway Building in Austin, Texas.
