TWDB Approves Financial Assistance Totaling $32.9M for Water and Wastewater System Projects

AUSTIN, TX The Texas Water Development Board (TWDB) approves financial assistance totaling $32,918,700 for water and wastewater system projects. Of this funding, $17,918,700 was approved for rural projects. 

$2,333,300 to Rolling Hills Water Service, Inc. (Hood County) for water system improvements

The Corporation will use the assistance to finance the planning, design, and construction costs associated with water system improvements. It will be able to replace water lines, a ground storage tank, a hydropnuematic tank, pump house, and pump station. In addition, the Corporation will be able to replace water meters with automated meter reading units. The new meters will help reduce water loss within the Corporation's service area.

$1.5 million to the City of Woodbranch Village (Montgomery County) for water system improvements

The assistance will finance planning, acquisition, design, and construction costs associated with water system improvements. It could save the city approximately $119,000 over the life of the loan by using the Drinking Water State Revolving Fund. The city will be able to construct a 150,000-gallon ground storage tank and a new pump station. The City will also make other improvements to the water system that will help increase the City's total storage capacity.

$15 million to the Crystal Clear Special Utility District (Comal, Guadalupe, and Hays counties) for water system improvements

The assistance will finance planning, acquisition, design, and construction costs associated with water system improvements. The district could save approximately $2.3 million over the life of the loan by using the Drinking Water State Revolving Fund. The district will be able to complete 11 projects aimed at improving the water system. Projects will include improvements to ground and elevated storage tanks, as well as to the water treatment plant and distribution system.

$14,085,400 to the City of Cotulla (La Salle County) for water and wastewater system improvements

TWDB approved by resolution financial assistance in the amount of $14,085,400, consisting of a $3,350,000 loan from the Clean Water State Revolving Fund (CWSRF), a $3,920,000 loan and $1,625,400 in loan forgiveness from the Drinking Water State Revolving Fund (DWSRF), and a $5,190,000 loan from the Texas Water Development Fund, to the City of Cotulla (La Salle County). 

The financial assistance approved could save the City approximately $2 million over the life of the loans, in addition to the loan forgiveness. The city will be able to finance the planning, design, acquisition, and construction costs associated with the expansion of the city's wastewater treatment plant with the assistance received from the CWSRF. The city will also be able to expand the plant's sewer service.

The assistance provided by the DWSRF will allow the Cotulla to finance the planning, design, and construction costs associated with water system improvements. The improvements will allow the city to meet increased water demands through the construction of a new elevated storage tank, pipeline, and pump station.
