HOUSTON, TX — Harris County selected 5engineering LLC, as the prime consultant to identify and study Harris County Community Services Department Target Areas, which can benefit from improvements in water and/or wastewater services, identify proposed improvements, and identify solutions to implement those improvements. This approximately $3-million study will be accomplished by the 5engineering team before the end of 2023.

The study will entail work in approximately 65 target areas, located in all four Harris County Precincts, requiring:

• Data collection of existing water infrastructure, water use, demographics, population, facilities, violations, floodway and floodplain information, and existing conditions.
• Development of a GIS data base for all the historic and future data by each target area, with each precinct having their own landing page.
• Development of maps and exhibits for each of the target areas depicting water and/or wastewater systems.
• Identifying future capacity based on population projections over the next 10, 20, and 20+ years.
• Identifying critical needs for existing facilities and identifying new facilities for serviced areas.
• Preparing conceptual design reports and construction cost estimates for each target area.
• Identify potential funding sources, grants, and low interest loans, available for each target area.
