Gallegos Appoints Rodriguez to Direct CST Section
Construction Division Director Gina Gallegos announced Mr. Carlos J. Rodriguez, P.E. as the new CST Construction Section Director, effective June 1. In his new role, Carlos will oversee the claims group, inspector development program, CMISD, field engineers and district construction support.
Carlos has been with TxDOT since 1997 where he started as a plan reviewer in the Bryan District Design Office. Over the next seven years, he completed his Engineering Rotation Program consisting of design, construction, advanced planning, lab and traffic experience. In 2004, he became an Assistant AE for the Huntsville AO, managing the Buffalo Construction Office along the IH 45 corridor. In 2006, he transferred to the Bryan AO, where he managed multiple TxDOT construction projects including Local Government Projects for Texas A&M University and the Cities of Bryan and College Station. In July 2014, he accepted a position in the San Antonio District as the Assistant AE for the New Braunfels AO. There, he managed construction personnel, projects, and CEI firms for Wilson, Guadalupe and Comal Counties.
Carlos is a Texas A&M University graduate (Class of '94) with a BS in Civil Engineering. He was a member of Company B-2 (Boozin' B) in the Corps of Cadets and served in the Texas Army National Guard as a combat engineer. He is married to Pamela Belicek-Rodriguez (Class of '99) and lives on the outskirts of Seguin, Texas close to family.
Carlos is a strong supporter of the Lavaca-Dewitt Special Olympics program. Every year, he partners with Clayton, his 32 year old brother-in-law with Down's Syndrome, to compete in the Special Olympics regional and state golf tournaments. He is a member of the St. James Catholic Church and serves on the Pastoral Council.
