HDR Receives SAME National Merit Award for US Strategic Command Headquarters Command and Control Facility

OMAHA, NE — HDR recently participated, presented, and received awards at the Society of American Military Engineers' (SAME) Joint Engineering Training Conference and Expo. HDR's U.S. Strategic Command Headquarters Command and Control Facility project received a SAME National Merit Award.

JJ Tang, Director of Federal Facilities, and Mike Doiel, Project Delivery Director accepted the award for the U.S. Strategic Command Headquarters and spoke to how the Command and Control Facility serves as a showcase for recapitalization of other Department of Defense aging installations worldwide.

A large design team comprised of many subject matter experts created this cohesive command and control facility. U.S. Strategic Command Headquarters (USSTRATCOM) will support deterrence by conducting strategic planning, warfighting operations, and aid the President’s nuclear response decision-making process, provide global situational awareness to the National Command Authorities, and, if necessary, deliver a decisive response in all domains.

The General Curtis E. LeMay Building at Offutt Air Force Base in Nebraska is one of 11 unified combatant commands in the U.S. Department of Defense. While geographically dispersed, it is ultimately responsible for oversight of nuclear operations, space operations, joint electromagnetic spectrum operations, global strike, missile defense, analysis and targeting, and cyberspace operations currently.

Key Components
  • Mission support and mission critical programs to accommodate sensitive compartmented information facility, open storage and non-classified functions on raised access floor with an underfloor cable infrastructure to accommodate adaptability and flexibility as requirements evolve.
  • A Global Operation Center with High-Altitude Electromagnetic Pulse shielding, which is treated like a building within a building.
  • 102 dedicated planning, meeting, training, and conference rooms plus a 400-seat auditorium with retractable seating with video teleconferencing capabilities.
  • Support buildings include the visitor control center, loading dock and warehouse, and the central utility plant.

Together with sitework, parking, landscaping, sculpture gardens, and VIP accommodations these components form a cohesive military complex.

In January 2020, it was announced that the USSTRATCOM effectively executed an exercise test involving a classified scenario to engage nuclear command, control, and communications in support of geographic combatant commands. The success of this exercise and the mission support of these critical programs reflects HDR’s subject matter expertise created to design the General Curtis E. LeMay Building.
