Register today for the ASCE Texas Section August Technical Webinar, The Challenge of Urban Flooding by Steven E. Eubanks PE, PMP, CFM .

This webinar will address how n umerous communities have older, highly developed areas built along streams, rivers and undersized storm drain systems where frequent flooding is a problem. Extensive buyouts to restore floodplain in these heavily developed areas are not a viable option, and neither are capital improvements to enlarge the system to convey the 100-year storm without flooding.

This presentation will explore a broad range of community flooding issues, from understanding urban hydrology, evaluating the challenge of implementing traditional solutions, and examining potential solutions. It will also examine the planning process for addressing what may appear to be “unsolvable” flooding, as well as strategies for making flood mitigation a positive community objective and not just necessary evil to be endured.

By attending this presentation, participants will be able to recognize the complexities of addressing urban flooding, understand and advocate the concept of “managing flooding in place”, and apply economic and risk principles to developing solutions to flooding.

 

About the Speaker

Steven E. Eubanks PE, PMP, CFM is the Owner of Steven Eubanks Engineering LLC, since retiring after 19 years at the City of Fort Worth. He held several positions in the City’s Stormwater program, including Chief Stormwater Engineer. His responsibilities included new development review, capital project management, flooding and drainage complaint investigations, public-private partnerships, infrastructure criticality assessment, and engineering assistance for maintenance projects.

He assisted in the development of the City’s Stormwater Utility and the 2006 Fort Worth Storm Water Management Design Manual, and more recently oversaw development of the City’s Stormwater Master Plan. He has spoken at numerous conferences and has developed several workshops and training programs. He was honored by TSPE Fort Worth Chapter as Engineer of the Year in 2016.
